Presenter biography:		Christian A. Klein is the managing member of OFMK overseeing the firm’s policy advocacy practice. He represents trade associations as a registered federal lobbyist and provides strategic communications and legal counsel services to clients. He is executive vice president of the Aeronautical Repair Station Association.
Prerequisite:		None
Description		This session provides history and context for international aviation safety regulations. It explains the background to the Chicago Convention, the establishment and authority of the International Civil Aviation Organization (ICAO) to set the standards and responsibilities of civil aviation authorities.

Learning objectives:		Upon completing this course, students will have the tools to understand: The purpose of the Chicago Convention and how its development informs modern aviation. The structure of ICAO and its annexes. How international standards and recommended practices translate (or don’t) into regulatory requirements for certificate/approval holders through civil aviation authorities.
Target audience:		Anyone working in aviation production or maintenance, with particular benefit for government personnel overseeing parts documentation and airworthiness approvals.
