Description
This session provides the history behind the bilateral airworthiness agreements (BAA) and bilateral aviation safety agreements (BASAs) between the United States and European nations. Provides the background to the development of the European Union Aviation Safety Agency (EASA) through the Joint Aviation Authorities (JAA). It explains how implementation procedures for design and production are negotiated separately from implementation procedures for maintenance.
Upon completing this course, students will have the tools to understand:
The history of BAAs/BASAs with European “states”. First comes the design/production agreements, then comes maintenance (maybe).
The development and purpose of the JAA, and the basic assumption that the US/EU systems were equivalent.
EASA’s development and the impact on today’s compliance.
The problems created over governmental confusion related to regulatory differences vs. potential safety impact.
Target audience:
Anyone working in aviation production or maintenance, with particular benefit for government personnel overseeing parts documentation and airworthiness approvals.
