This session provides an overview of how federal agencies make regulations that have the force and effect of law. Specifically, it will review the agencies that must follow the Administrative Procedure Act, the procedures governed by the Act as well as other methods by which an agency can obtain recommendations from the public on its rulemaking activities and mandates.

Upon completion of this session, participants will have the tools to understand:

• The basic process by which U.S. government agencies make rules.
• Methods for becoming involved in rulemaking activities.

Target audience:       

Anyone working with federal agencies that are subject to the Administrative Procedure Act. It is particularly important to persons governed by the aviation safety regulations controlled by the Federal Aviation Administration.
